Introduction
Further to the dedicated social partners hearing on the implementation of the Seasonal Workers and Employer Sanctions directives, European employers have prepared this joint input. Overall, our assessment is that these directives are fulfilling their role and that no further legislative action is required. Instead, improvements could be made to their implementation at the national and regional level.
Noting that there are a number of directives that form the EU’s legal migration framework, employers underline that the EU’s migration policy can be better utilised to attract and retain skilled third country nationals. This is particularly important at a time when Europe is experiencing significant labour and skills shortages. Looking ahead, employers see good potential in the EU Talent Pool and the role that this tool can play in managing migration and supporting the matching of skilled third country nationals with job opportunities in the EU.
It is also important to activate those migrants that are legally resident in the EU, but who are not currently in work or actively looking for employment.
