Introduction
There is a growing EU policy focus on restructuring, which is expected to take shape in the coming months if examples of company restructuring continue to emerge. In recent years, the primary concern in labour market policy has been addressing the rising labour and skills shortages, driven by an aging population and a shrinking workforce. This challenge remains a key priority for the years ahead, as demographic projections and changing skill requirements indicate persistent shortages. While unemployment rates remain at record lows in the EU, changes in production models create temporary shocks of collective lay-offs in a number of Member States.
