Towards the Circular Economy Act – Workshop 2

The transition to more circular business models and solutions is essential from an environmental, competitiveness and a resilience perspective. The European Commission has announced a Circular Economy Act in 2026 to support the transition. At the same time, many legislative steps have already been taken at EU level. What gap should the Circular Economy Act fill? What is the best way to design it?

BusinessEurope is organising a series of 3 interactive workshops to discuss, with experts, the upcoming Circular Economy Act and its strategic implications for business.

Workshop 2 - What’s missing? The remaining challenges and barriers

What is missing in the EU circular economy policy framework? What are the main barriers preventing businesses from scaling up circularity (e.g. prices, infrastructure, demand, regulation, etc.) ? Are there legal provisions in European legislation that hinder the development of circular business models? And why does the transition from linear to circular business models remain so difficult in practice?

Those are some of the questions which will frame the discussion of our second workshop, with:
