Key messages

  • BusinessEurope fully supports creating instruments designed to improve the functioning of labour mobility and free movement of services, including the use of digital tools as a way to foster enhanced information provision and sharing for the benefit of all actors.
  • BusinessEurope strongly supports the proposal to establish a single digital portal for companies providing services and posting workers and encourages the adoption of this proposal without further changes. This system would not only improve cooperation between Member States and facilitate compliance and enhance transparency around postings, but also reduce the administrative burden faced by companies, while contributing to the protection of posted workers' rights in line with the legislative framework.
  • While being a voluntary initiative for Member States, BusinessEurope encourages as many countries as possible to opt in to this new common system. In the long-term, the Single Market would benefit from having only one single notification portal with unified information and documentation obligations, thereby avoiding fragmentation.
