The Council of Presidents, comprising the Presidents (i.e. the senior elected officials) of all the member federations, is the supreme governing body of the organisation, and determines BUSINESSEUROPE general strategy.

The Executive Bureau brings together representatives of federations from the five largest countries, the country holding the EU Presidency, and federations from five smaller countries on a rotating basis, and meets as necessary.  The Bureau monitors the implementation of the annual programme, stimulating co-ordination with member federations; ensures that resources are adequate for the organisation's tasks; and responds quickly to urgent situations arising between the meetings of the main Committees.

The Executive Committee, composed of the Directors General (i.e.the senior employed officials) of all the member federations, translates the Council's strategy into activities and tasks for the organisation. Aided by the Executive Bureau, it ensures a balance between tasks and resources.

Seven Policy Commitees (Economic and Financial Affairs; International Relations; Social Affairs; Industrial Affairs; Legal Affairs; Entrepreneurship & SMEs; and Internal Market), organise BUSINESSEUROPE practical work, and prepare BUSINESSEUROPE position papers on specific policy areas, through the Working Groups. The members of each Policy Committee are nominated by the member-federations, and chosen for their experience in the specific domain.

The Policy committees create and organise the 60 Working Groups, which are BUSINESSEUROPE great strength. In each domain a working group is established whenever there are developments which need debate, and to that group experts are nominated by the member-federations, often coming from companies in that country. The consensus papers that result from these debates can thus genuinely be claimed to represent business reaction throughout Europe to any given proposal.

Most member federations maintain an office in Brussels, and, among their other functions, the Heads of these bureaux are the Permanent Delegates to BUSINESSEUROPE. Convened once or twice a month by the Director General, the Committee of Permanent Delegates provides a dynamic link between Headquarters and the member federations.

The BUSINESSEUROPE Headquarters, based in Brussels, has around 45 members of staff. It administers the whole organisation, coordinates the efforts of policy committees and working groups, prepares position papers, and communicates these positions to the EU institutions and other audiences both in Brussels and the member states. BUSINESSEUROPE executives are also involved in the Social Dialogue, consultative committees, management boards, conferences, exhibitions, and high-level delegations.
