Better regulation

Better regulation is central to strengthening competitiveness and supporting sustainable growth and employment. BUSINESSEUROPE priorities in this area aim at:

  • improving the quality of new legislative initiatives;
  • improving consultation and implementation;
  • improving existing legislation.

BUSINESSEUROPE seeks to:

  • promote application of better regulation principles at EU and national level;
  • achieve the goal of reducing administrative burdens generated by Community legislation with 25% by 2012;
  • ansure that better regulation remains a priority for the new Commission;
  • better involve the European Parliament in using impact assessments and approve administrative burden reduction proposals.

Regarding impact assessments: BUSINESSEUROPE promotes impartial and comprehensive consideration of the relevance, efficiency, proportionality and cost-effectiveness of new legislation.
Regarding simplification: BUSINESSEUROPE promotes the continuous scrutiny of existing legislation to ascertain that policy aims are achieved in the least burdensome and most simple way.
Regarding administrative burden reduction: BUSINESSEUROPE promotes the measurement of all administrative costs of complying with legislation with a view to reducing these costs with quantitative targets and within fixed time frames.

In this brochure BUSINESSEUROPE calls on the Member States, European Commission, and European Parliament to show the necessary leadership to keep efforts to improve legislation at the top of the political agenda and ensure that consideration of the relevance, efficiency, proportionality and cost-effectiveness of new legislation is a guiding principle in their work. It spells out BUSINESSEUROPE’s expectations on the following objectives:
  • Improving the quality of new legislative initiatives;
  • Improving consultation and implementation;
  • Improving existing legislation.

Devising smart regulation in the EU

Does the EU legislative procedure produce smart regulation that devises intelligent and cost-effective solutions for clearly identified problems? How can the search for these solutions be improved? What benefits do transparent procedures and effective stakeholder participation bring? The symposium, organised by BUSINESSEUROPE and CER, the Community of European Railway and Infrastructure Companies, aims at debating those questions.
